Does excemptions come off the property tax?

A friend of mine mother p away and she had a house which she willed to him. She only had to pay property taxes but had senor Citizen exemption. His he suppose to get in touch with the Dept. of Finance to have exemption taken off or wait to probate is finish. He can't have the deed to the property because he filled for bankruptcy 2 years ago.
