Are private tenants now allowed pets?

My Economics lecturer told us in cl that they are bringing in new laws saying that landlords can no longer state that they don't want DSS, smokers or pets in their property. I have been living in my flat for four years and my boyfriend and I are DESPERATE for a puppy. However, I can't find anything online about this. Has anyone else heard anything about this who has more info???
